Driving in United Arab Emirates: the full rulesUS citizen visitors who are not UAE residents can drive using a valid driver's license issued by their state, according to the State Department's page on the United Arab Emirates, updated on September 17, 2026; an international driver's license may be required in some emirates. Residents must obtain a UAE license, because foreign licenses are not recognized for them. The UAE became a party to both the 1949 and the 1968 conventions in 2007. Traffic law is strict and national: there is zero tolerance for driving after drinking any alcohol, drivers involved in an accident must stay at the scene until the police arrive, and anyone involved in an accident in which another person is injured goes to jail until the injured person leaves the hospital. In a fatal accident, the other driver may owe compensation known as diya. Turning right on red is banned unless a special lane allows it.

Why carry a permit for the UAE
Because some emirates may ask for an international permit and a road trip often crosses several of them, a visitor loses little by carrying one. It costs a $20 permit fee plus photo and shipping, as the cost page details. Rental companies in the UAE list their own accepted documents; check them for the emirate where you pick up the car.
Speed and sand
The State Department notes high speeds on intercity highways, unmarked speed bumps and drifting sand. Speed limits are posted and enforced by cameras. Parking is forbidden where the curb is painted black and yellow. The page also notes that licenses from other Gulf states are recognized only for vehicles registered in the same state, a rule that matters for trips from Oman or Saudi Arabia.
