Driving in Spain: the full rules

You must obtain an international driving permit before arriving in Spain if you plan to drive, according to the State Department's Spain page, which adds that the permit is valid for one year and that you need it to rent a car. If police stop a driver without one, they may impound the rental car and collect a fine on the spot. Liability insurance is compulsory for any car or motorcycle. Spain has been a party to the 1949 Geneva convention since 1958, so the permit issued in the United States by AAA or AATA is the document its police expect; Spain signed the 1968 convention but is not listed as a party to it. The page also warns that traffic in Madrid and Barcelona is faster than many visitors expect and that rural roads at night can be risky because of animals and poor markings.

Validity of one year

The one-year validity mentioned on the Spain page is that of the permit itself, counted from the date it starts. A traveler who visits Spain every summer needs a new permit each time the old one lapses; it cannot be renewed. The validity calculator shows the end date, which can come earlier if the US license expires first.

On-the-spot fines

Spanish police collect fines from non-resident drivers at the roadside, as several European countries do. A missing permit adds a fine to whatever else the driver was stopped for. For a trip that combines Spain with Portugal or France, one permit covers all three, since each recognizes the 1949 model.

Questions people ask

Will a Spanish rental company give me a car without an IDP?

The State Department says you need an international driving permit to rent a car in Spain. Some counters may not check, but the permit is required to drive, and if police stop you without one they can impound the rental car and fine you on the spot. Obtain it in the United States before departure.

Can I drive in Spain and Portugal with the same IDP?

Yes. A permit issued in the United States follows the model of the 1949 Geneva convention, to which both Spain and Portugal are parties, so the same booklet covers both. Portugal also accepts a valid US license alone for up to six months, according to the State Department.

Where does the Spain rule on this page come from?

From the State Department's page on Spain, last updated by the Department on August 11, 2025. Convention dates come from the United Nations Treaty Collection. The table on this page quotes the State Department's wording as published. If an official text has changed since the date shown, the newer text prevails.
