Driving in Japan with a US license: the IDP rule

Japan is strict about one thing: the permit must come from the United States, before you land. Everything else follows from that.

Driving in Japan: the full rules

A US license on its own does not let you drive in Japan. The State Department's Japan page says that short-term visitors must hold an international driving permit from AAA, obtained before arriving, and that permits sold over the internet or by other organizations are not valid in Japan. The US Embassy and consulates do not issue them. The rule matters most for residents: a foreign resident who drives on an unacceptable permit, such as one issued while already in Japan, can be fined or arrested, and a foreign license alone is never valid for a resident. Japan joined the 1949 Geneva convention in 1964, which is why the permit issued in the United States is recognized there. Traffic drives on the left, the legal blood alcohol limit is 0.03 percent, and the State Department warns that tolls are high and mountain roads close in winter.

Get the permit before the flight

Because the permit has to be issued in the United States, a traveler who forgets it cannot fix the problem in Tokyo. AAA accepts applications from people already abroad through its online process, but the permit is printed and mailed, so it reaches you days or weeks later. The application guide computes the last safe day to apply for each method, and the scam guide explains why the online "international licenses" that Japan rejects keep selling.

Renting in Japan

Japanese compulsory insurance is mandatory for every car and driver, according to the State Department; rental cars carry it. Road signs are often in Japanese only outside the main routes, roads are narrower than in the United States and roadside parking is almost nowhere legal. In mountain areas, cars should carry chains in winter. None of this changes the document rule, but it explains why many visitors keep the car for the countryside and use trains between cities.

Questions people ask

Can I get an IDP for Japan once I am already there?

Not from a Japanese office or from the US Embassy, which does not issue them. The permit must be issued in the United States; AAA takes online applications from people overseas and mails the printed booklet, which takes days or weeks. Any permit issued in Japan, or bought online from an organization other than AAA or AATA, is rejected by the Japanese authorities.

Does my US license work in Japan for a short visit?

No. Even for a few days, the State Department's Japan page requires an international driving permit from the United States in addition to the license. The license must still be carried, since the permit is only valid together with it. Page updated on August 11, 2025.

Where does the Japan rule on this page come from?

From the State Department's page on Japan, last updated by the Department on August 11, 2025. Convention dates come from the United Nations Treaty Collection. The table on this page quotes the State Department's wording as published. If an official text has changed since the date shown, the newer text prevails.
