Driving in Portugal: the full rules

You may drive in Portugal with a valid US license for up to six months, according to the State Department's Portugal page, updated on December 11, 2025, which refers travelers to AAA for international permits. No permit is listed as a requirement, which sets Portugal apart from its neighbor Spain, where one is required. Portugal has been a party to the 1949 Geneva convention since 1955 and to the 1968 Vienna convention since 2010, so a permit issued in the United States is recognized if a rental company or an insurer asks for one. The page warns that, despite a much improved motorway network, the road fatality rate remains high, driving can be aggressive and fast, fines are substantial and police can collect them on the spot with portable card machines. Mobile phone use while driving is illegal, and seat belts are required for every passenger.

Why some travelers still carry a permit

A road trip from Lisbon often crosses into Spain, where the permit is required. Carrying one from the start avoids a second set of rules at the border. It also translates the license for a police officer or insurer who does not read English. The trip planner shows what each country on a route asks for.

Six months, then a Portuguese license

The six-month limit concerns the US license. A person who settles in Portugal needs to deal with the Portuguese license authority before it runs out, under rules not covered here. Tolls on many motorways are collected electronically; rental cars usually come with a transponder, which is worth confirming at the counter.

Questions people ask

Do Americans need an IDP to drive in Portugal?

Not according to the State Department, which says a valid US license may be used for up to six months. A permit is still useful if your trip continues into Spain, where it is required, or if a rental company asks for one. AAA and AATA issue it in the United States for a $20 permit fee.

Can police in Portugal fine me on the spot?

Yes. The State Department notes that Portuguese police have the authority to fine on the spot and most patrol cars carry portable payment machines. Fines for traffic offenses are substantial, and speeding, drunk driving and using a phone while driving are all illegal.

Where does the Portugal rule on this page come from?

From the State Department's page on Portugal, last updated by the Department on December 11, 2025. Convention dates come from the United Nations Treaty Collection. The table on this page quotes the State Department's wording as published. If an official text has changed since the date shown, the newer text prevails.
