Driving in Morocco: the full rules

Foreign driver's licenses are valid in Morocco for up to one year, according to the State Department's Morocco page, updated on July 30, 2026; after that, foreign residents must pass the Moroccan driving test and obtain a Moroccan license. No international permit is listed as a requirement. Morocco has been a party to the 1949 convention since 1956 and to the 1968 convention since 1982. The page explains a fine system that differs from the American one: a driver who cannot or will not pay a fine at the stop may have the license confiscated, and police may keep it, with a ticket stating the amount, until the fine is paid at the city treasury. Contesting a violation in court can take a long time, during which the license and the vehicle registration may be held. Traffic accidents are a significant hazard, especially at dusk during Ramadan and at night on poorly lit roads.

Why carry a permit anyway

If police keep your license until a fine is paid, a permit alone does not let you keep driving, since it is only valid with the license. Its use in Morocco is as a translated document: the permit shows the license details in several languages, including French, which helps at a checkpoint. At $20 it is cheap insurance against a misunderstanding.

Roads

Modern freeways link Tangier, Rabat, Fez, Casablanca and Marrakesh. Secondary rural roads are narrow and often poorly paved, and roads through the Rif and Atlas mountains are steep and winding. Pedestrians, scooters and animal-drawn carts use every road, freeways included. The country checker lists Morocco's neighbors for a wider trip.
